RIIERR601E Establish & maintain mine emergency preparedness & response systems overview

The process of mine emergency preparedness and response begins with careful planning and preparation. This involves analysing relevant documentation, work requirements, potential risks, hazards, environmental concerns, and survey data. Stakeholder consultation is crucial to identify system needs, resources, budgets, communication protocols, and training requirements. Developing comprehensive training plans and scheduling regular review activities ensure that the preparedness measures remain current and effective.

Once planning is complete, systems are established by securing necessary resources and designing detailed emergency plans and organisational structures. Procedures for incident management, decision-making, and compliance are put in place, with stakeholder feedback incorporated to refine these systems. Auditing and review processes are also established to monitor ongoing effectiveness and ensure continuous improvement of the emergency response systems.

Support systems are then set up, including incident recording and communication channels, evacuation plans, and operational facilities. Identifying personnel, equipment, and documentation requirements ensures that all aspects of emergency response are covered. Clear communication of roles and responsibilities, along with resource allocation and training, facilitate effective implementation of the plans. Mechanisms for internal and external review are created to evaluate the preparedness levels regularly.

Planning for post-incident management is essential, with procedures established to handle actions after an incident occurs. This includes investigating the causes, evaluating the response’s effectiveness, and implementing improvements. Regular audits and reviews of the entire emergency preparedness and response system—including processes, resources, and training—are vital to identify deficiencies and ensure compliance with legal and organisational standards. This systematic approach aims to maintain a high level of readiness and continuous improvement in mine emergency management.
